T. , is a recognized law enforcement expert with over 30 years police experience. He retired from the Connecticut State Police after 27 years of distinguished service. During his tenure with that Agency, he served in a number of areas, including uniformed patrol, field criminal investigations, major crimes and organized crime, narcotics and several intelligence assignments. He established and directed the intelligence operations for the Connecticut State Police Statewide Narcotics Task Force, formulated, composed, and implemented policies for vehicular and airport drug interdiction, unit and field intelligence systems, use, control and retention of computerized informant procedures and indices and proposed a computerized Regional Intelligence Sharing System for statewide law enforcement agencies. As a professional law enforcement officer and teaching consultant, with specialism in the field of intelligence fuctions, methodologies and curriculum development, his background includes classroom and field instruction to Police and Correctional personnel, colleges and universities throughout the country, the New England State Police Assistance Compact (NESPAC), Regional Intelligence Sharing Systems (RISS), and State and Municipal academies in Connecticut and New England. Mr. Hutchinson is a former Vice President of the New England Chapter of the International Association of Law Enforcement Intelligence Analysts (ALEIA) and is a member of the Board of Directors of the New England Narcotic Officers Enforcement Association (NENEOA). His law enforcement background also includes service with the Fort Lauderdale Police Department and the U.S. Army Military Police. Mr. Hutchinson is the recipent of numerous meritorious service awards and commendations from the Connecticut State Police, United States Customs Service, Drug Enforcement Administration, New England Narcotics Enforcement Officers Association and numberous State and Local Police Departments throughout the country.
